Substance Use Prevention

The Substance Use Prevention Program works in collaboration with community partners to prevent the initiation of alcohol, tobacco, and other drug use. By providing education and support to individuals, school, families and the community, the Prevention Team leads the community strategic planning process, which includes policy level change, environmental strategies, and direct service.

Prevention Philosophy


JCPH Prevention Programs use a "risk and protective factor" approach as the cornerstone of its efforts to prevent alcohol and other drug use. Risk factors are personal, family or community characteristics that increase the likelihood an individual will use alcohol or other drugs. Protective factors are similar characteristics that help insulate individuals from substance-abusing behaviors. These include individual protective characteristics, bonding to family, school, community and/or peers, and healthy beliefs and clear standards for behavior.

Empowered Teens Coalition

 The Empowered Teens Coalitions are volunteer prevention advocacy organization that bring parents, schools, agencies, community groups, and community members together to work on preventing youth substance use and abuse in Jefferson County. Coalitions work in collaboration with the school districts, Olympic Educational Service District 114, and Jefferson County Public Health.

Tobacco & Vaping Prevention 

Jefferson County Public Health provides information and education to increase public awareness of harmful effects of cigarette smoking, vaping, smokeless tobacco and secondhand smoke.
