Pursuant to UDC 18.40.310 (found here: http://www.codepublishing.com/WA/JeffersonCounty/?JeffersonCounty18/JeffersonCounty18.html), the applicant had 5 business days from the date of the hearing examiner's decision (October 31, 2017) to submit a reconsideration, which the applicant did on November 6, 2017. On November 20th, 10 business days after the reconsideration was submitted, DCD received signed copy of the hearing examiner's decision on the reconsideration. To summarize the decision: "The request for reconsideration is hereby denied; provided, however, that the denial of the application is changed from a denial with prejudice to a denial without prejudice."
